The legal form of the Portage programme in Cyprus is a Foundation. A Board of Management is the policy making body, while the programme's administration is conducted through an Advisory Committee.

        In addition to the Christos Stelios loannou Foundation, several other governmental and private bodies working with early intervention are represented in the Advisory Committee, including the Ministries of Health, Education and Labour and Social Insurance, as well as the Committee for the Protection of the Rights of Persons with a Mental Handicap and the Parents Federation of Disabled Children.
